How Kitui County is scaling heights through improved revenue collections

The successes so far

One of the first things Governor Malombe did when he took over the county leadership was to seal off all the loopholes that were being used to drain the county revenue.

This was done in a two pronged approach; first was the automation of all revenue services. And second was to recruit a highly competent and experienced officer to man the revenue docket

The automation of revenue services is currently at 90 percent. This has led to remarkable and improved revenue collection in the recent past, a fact that had been acknowledged by none other than the Auditor General.

For instance, during the 2023/2024 financial year, the county collected 612 million, a significant improved compared to Ksh473 million collected the previous year.!

Once the automation process – which is ongoing – hits 100 percent paperless by next year, the own source revenue is set to improve further – for the benefit of county residents.

Head of revenue with a proven track record

The head of revenue, Roseline Kavata undoubtedly has a midas touch. Through an elaborate and well thought out plan, the officer – by working closely with others in the docket – has seen a commendable transformation of the revenue docket, which has put the county in the Kenyan map, as it has been reported in the mainstream media often.

Previously, the county used to realize only Ksh300 million, as most of the revenue went into the wrong hands.Not any more. Things have changed drastically for the better and the future of county own source revenue is bright.

While the Head of Revenue took office in October 2022 in acting capacity, her selfless efforts have borne fruits.

However, enemies of progress have made her their stop over for sick jokes and malice. In their lame criticism and malicious propaganda, they don’t attach any evidence to their wild allegations.

No revenue ghost accounts

For instance, a critic alleges that the revenue department runs multiple bank accounts where money is deposited and later withdrawn. A flat lie, that flies in the face of the hard truth, which is that the revenue department operates only one bank account domiciled at KCB and where all the own source revenue is pooled together.

The above information is proof that some of the critics are blinded by ignorance, while others are driven by malice. Some are blackmailers who are trying to catch the officer’s attention for extortion.

The head of revenue remains unbowed as the results from her office speak for themselves – and for Kitui residents.
