Kitui County Holds Public Participation Forum on Fiscal and Debt Strategy Papers

On February 18, 2025 – The Kitui County Government held a Public Participation Forum on the Fiscal Strategy Paper (CFSP) for FY 2025/2026 and the Medium-Term Debt Strategy Paper, 2025, at Kefri Centre in Kitui Town. The forum provided an opportunity for residents, civil society groups, private sector representatives, and other stakeholders to give their input on the county’s financial and debt management plans.

The CFSP, prepared under Section 117(1) of the Public Finance Management Act, 2012, outlines the strategic priorities and policy goals that will shape Kitui’s budget for the next financial year and the medium term. The Medium-Term Debt Strategy Paper, developed in line with Section 123(1) of the same Act, provides a framework for managing the county’s debt, including its total stock, loan sources, associated risks, and sustainability.

The event was presided over by Kitui Deputy Governor, H.E. Wambua Kanani, and attended by key county leaders, including:

  • Peter Kilonzo – County Executive Committee (CEC) Member for Finance
  • Eng. Reuben Itiko – CEC Member for Roads
  • Kimanga – CEC Member for Lands
  • Kimwele Mbaya – CEC Member for Agriculture
  • Several Chief Officers and senior county officials

Speaking at the forum, Deputy Governor Kanani emphasized the importance of public input in shaping the county’s fiscal policies. “We are committed to transparency and accountability in our budgeting process. The contributions of our residents will help us allocate resources effectively to priority areas,” he said.

The county government has made the draft CFSP and Debt Strategy Paper available on its website (www.kitui.go.ke) for public review. Residents and stakeholders who were unable to attend the forum have been encouraged to submit their comments, memoranda, and proposals through:

  • The Office of the Chief Officer, Economic Planning and Budgeting at the County Treasury
  • Any Sub-County or Ward Office
  • Email: planning@kitui.go.ke (Deadline: February 18, 2025)

The county also facilitated virtual participation through live streaming links on its website and social media platforms, ensuring inclusivity in the decision-making process.

This public engagement is part of Kitui County’s ongoing efforts to promote good governance and citizen participation in financial planning, as mandated by the Kenyan Constitution and public finance laws.
