The Kitui County Assembly has this morning unanimously approved the Supplementary Budget Estimates II for the Financial Year 2024/2025, amounting to Kshs. 14,148,976,193. The approval was made in line with Section 131(1) of the Public Finance Management Act, 2012, and Standing Order No. 186(3).
While presenting the motion, Hon. Zacchaeus Syengo, the Chairperson of the Budget and Appropriations Committee and MCA for Voo/Kyamatu Ward, explained that the supplementary budget aims to align the county’s financial plans with recent national legislation — specifically the County Allocation of Revenue Act (CARA), 2025 and the County Governments Additional Allocations Act (CGAAA), 2025.
Hon. Syengo further noted that the adjustments within the budget involved reallocating funds from budget lines with surplus funds to those facing shortfalls. These reallocations were necessitated by shifting economic conditions and the need to ensure continued delivery of essential services.
The move was widely welcomed by Members of the County Assembly, who lauded the Budget Committee for its diligence and called on the County Executive to ensure timely and effective implementation of the revised budget.
In a related development, the Assembly also passed a motion to hold additional sittings, as provided for under Standing Order No. 27(3)(b). The extended sessions will facilitate the timely consideration and passage of the Kitui County Supplementary Appropriation II Bill, 2025 (County Assembly Bill No. 1 of 2025).
The supplementary budget is expected to support critical county programs and boost service delivery across various sectors.
