The 5th Legislative Summit officially commenced today at The Edge Hotel, Nairobi, with leaders from across Kenya gathering to discuss critical legislative and policy reforms to strengthen devolution. The summit was opened by Hon. Anne Kiusya, Speaker of the Machakos County Assembly and Acting Chair of the County Assemblies Forum (CAF).
The summit began with a Pre-Summit Day dedicated to Persons with Disabilities (PWDs) under the theme “Advancing Accountability – Empowering Legislators with Disabilities for Effective Oversight and Representation.”
Hon. Kiusya emphasized the need for disability-inclusive legislation, citing the Machakos County People with Disabilities Act, 2016, as a model that other counties should adopt to ensure devolution serves all citizens.
“The success of devolution depends on inclusive governance. We must pass laws that guarantee equal opportunities and accessibility for all, including persons with disabilities,” Hon. Kiusya stated.
The summit will continue over the next few days with dedicated sessions for various groups. The Youth Chapter is scheduled for tomorrow, followed by the Women’s Chapter on Sunday. The main summit day will take place on Monday, bringing together key stakeholders to discuss governance, accountability, and legislative action.
Leaders have been urged to participate actively and adopt a solution-driven approach to legislative reforms that enhance accountability and inclusivity in county governments.
The Legislative Summit remains a crucial platform for county assemblies to align their policies with national development goals and improve service delivery at the grassroots level.
