Governor Malombe Defends Budget Process, Calls for Swift Assembly Action

Kitui Governor Dr. Julius Malombe has maintained that the County Executive has fully complied with its constitutional and legal obligations by submitting both the Supplementary Budget for the 2025/2026 financial year and the Main Budget Estimates for the 2026/2027 financial year to the County Assembly for consideration.

Speaking amid growing public interest over the status of the county budgets, the Governor stated that the Executive had completed its role in the budget-making process and was now awaiting action from the legislative arm of government. He emphasized that the submissions were made within the framework provided by the Constitution and the Public Finance Management Act.

Governor Malombe explained that the responsibility now rests with the Speaker of the County Assembly, whose mandate is to formally commit the budget documents to the Budget and Appropriations Committee for scrutiny and processing in accordance with the Assembly Standing Orders.

The Governor noted that once the budgets are tabled before the relevant committee, members of the County Assembly will have the opportunity to review the proposals, engage stakeholders where necessary, and make recommendations before the final approval stage.

He stressed that adherence to established legal and procedural requirements is critical to ensuring transparency, accountability, and proper management of public resources. According to the Governor, the budget process should be allowed to proceed without unnecessary delays or interference.

Malombe further warned that any postponement in handling the budget documents could affect the smooth implementation of development projects and delivery of essential services across the county. He reiterated that timely approval of the budgets is necessary to guarantee continuity in government operations and development programs.

The Governor called upon all institutions involved in the budget process to discharge their respective responsibilities diligently and within the law, saying that the people of Kitui expect effective service delivery and prudent management of county resources. He expressed confidence that the Assembly would act promptly to facilitate the approval process and safeguard the county’s development agenda.
