Environment Cabinet Secretary Aden Duale has publicly criticized Senator Dan Maanzo over his proposed censure motion against President William Ruto. Taking to social media, CS Duale sharply dismissed the motion, calling it “unfounded, frivolous, and a pure political sideshow.”
Duale argued that the motion holds no legal or constitutional weight, emphasizing that such actions have no procedural basis in parliamentary practice. “A censure motion has no constitutional or procedural basis in parliamentary parlance. It has no legal effect, it has no consequences,” he wrote, further noting that the only valid way to remove a state officer from office is by following the express constitutional provisions.
In his statement, Duale also clarified that the rules of parliamentary debate do not support the notion of a censure motion. “A substantive motion to discuss the conduct of a state officer is simply a rule of debate and cannot be clothed as a censure motion,” he said, calling Senator Maanzo’s efforts null and void.
Duale’s comments follow news that Maanzo is pushing for a motion to censure President Ruto, though details of the motion remain unclear. However, the Defense CS remained adamant that Maanzo’s motion would not hold any water. “Your censure motion, if indeed true, baffles many. How one can move in nullity is beyond reason,” he added.
In a final swipe, Duale suggested that Senator Maanzo seek advice from the Senator for Tana River, whom he recently advised on a similar matter. “This is free and unsolicited advice to you… He knows better now!” Duale concluded.
Senator Maanzo has yet to publicly respond to Duale’s remarks.
