The Chief Officer for Economic Planning and Budgeting, Mr. Patrick Masila Munuve, has shed light on critical aspects of Kitui County’s 2024/25 supplementary budget. Addressing public concerns, he emphasized the county government’s commitment to addressing pressing needs despite financial constraints.
Health Sector Leads in Allocation -The highest priority has been given to the health sector, with significant funding directed toward pharmaceuticals, non-pharmaceuticals, and infrastructure. The budget includes plans for the construction and operationalization of 34 new health facilities in underserved villages and the recruitment of additional doctors and nurses to improve healthcare services.
Support for Vulnerable Groups –Despite a projected revenue loss of Ksh. 568 million due to shrinking fiscal space, the county government has allocated Ksh. 100 million towards a pro-poor support program to cushion vulnerable households.
Infrastructure and Roads Development- The roads department has received Ksh. 240 million from the equitable share for construction and maintenance, with an additional Ksh. 445 million coming from the Roads Maintenance Levy Fund (RMLF). The dustless program, which aims to benefit the sub-county headquarters of Kiusyani and Migwani, has been allocated Ksh. 65 million.
Strategic Realignment of County Funds – In response to claims of extravagant spending, Mr. Munuve clarified that the county executive has implemented austerity measures, avoiding the purchase of luxury vehicles.
He also highlighted that funds initially allocated for constructing a modern County Assembly office block have been reallocated to buy essential drugs and build health facilities. A revote for the remaining funds will ensure the project progresses at a sustainable pace, with an estimated Ksh. 40 million absorbed this financial year.
Water and Food Security Initiatives- Governor Malombe’s administration has earmarked Ksh. 300 million for constructing water structures and an additional Ksh. 150 million for sand dams and cluster irrigation schemes. These efforts are expected to enhance water access and food security for Kitui residents.
The Youth Engagement Program, which links young people with opportunities in ICT, agribusiness, arts, and recycling, was lauded as a success. Additionally, the conversion of ECDE teachers to permanent and additinal 304 million for ensuring motivated and skilled educators for young learners.
Economic Stimulus Through CLIDP- The Community Level Infrastructure Development Program (CLIDP) has received Ksh. 750 million to drive grassroots development in all 40 wards of Kitui County. Mr. Munuve described this initiative as an “economic spark” during a turbulent economic period.
Reiterating the administration’s commitment to transparency, Mr. Munuve assured the public that every shilling is being utilized to benefit residents. “Figures don’t lie,” he stated, emphasizing Governor Malombe’s dedication to prioritizing health, infrastructure, and economic empowerment programs for the betterment of Kitui County.
The revised budget reflects a focused approach to tackling key challenges while laying the groundwork for sustainable development in the county.
