PERFORMANCE CONTRACTING AND PRODUCTIVITY METRICS- Kitui County Government Adopts Productivity Management to Propel its Transformative Agenda

The Kitui County Government, under the leadership of Deputy Governor and County Executive Committee Member for Tourism, Hospitality and Game Reserves, Performance Contracting, and Disaster Management, H.E. Augustine Kanani, advancing its transformative agenda through the implementation of robust productivity management practices.
During a weeklong Ministerial Productivity Mainstreaming Champions workshop held in Mwingi town in collaboration with the National Productivity and Competitiveness Centre (NPCC) under the Ministry of Labour and Social Protection, H.E. Kanani emphasized the importance of embracing weighted productivity metrics for the Financial Year 2024/25.
Focus on Key Sectors
The productivity management initiative prioritizes three critical dimensions: Operational Efficiency, Labour Efficiency, and Customer Satisfaction. Productivity champions across the county’s ministries developed weighted productivity metrics to be applied during the fiscal year. The sectors with the highest weightings include: Health, Agriculture, Own Source Revenue, Water, and Roads.
Transforming Kitui Through Productivity
Addressing the workshop participants, H.E. the Deputy Governor reiterated the significance of productivity management as a critical tool to propel Kitui County’s transformation in line with Governor H.E. Dr. Julius Malombe’s 16-sector manifesto. Quoting Dr. Edward Deming (1986), he remarked, “You cannot manage what you cannot measure; you cannot measure what you cannot define, and you cannot define what you do not understand.”
8-Step Productivity Framework
The productivity metrics are part of an 8-step guided tool, which focuses on:

Identifying appropriate metrics for each objective

Weighting the metrics

Developing a standard scoring scale

Calculating the total productivity score

Deriving the productivity index

Analyzing and presenting data
This framework ensures an accurate and structured assessment of productivity, leading to better decision-making and efficient resource allocation.
HR Director’s Perspective
Kitui County’s HR Director, Ms. Hellen Mutuku, underscored the importance of this model, noting that it captures various factors impacting public sector productivity. She highlighted its value in enhancing labour and operational efficiency while promoting public participation as a driver of success.
With this focus on measurable outcomes and continuous improvement, Kitui County is firmly on track to deliver on its promise of transformation.
