On 13th September 2024– Kitui Governor Dr. Julius Malombe today presided over the inauguration of new board members for Kitui and Mwingi municipalities following the conclusion of the previous board’s term for Kitui Municipality.
Speaking at the event held in Kitui town, the Governor emphasized the critical role the newly inaugurated board members will play in guiding urban development efforts in line with the county’s strategic frameworks and plans.
“The constitution of urban management bodies is in line with Article 184 of the Constitution of Kenya, 2010, which envisages the creation of a national law that provides the framework for classification, governance, and management of urban areas and cities,” said Governor Malombe.
The Governor highlighted the rapid emergence of urban centers across Kenya and Africa as economic and innovation hubs. He noted that urban centers catalyze development in key sectors such as construction, housing, and manufacturing, while also pointing out challenges such as infrastructure deficits, housing shortages, and environmental degradation.
Governor Malombe stressed the need for effective urban management bodies to address these issues and plan for future growth in Kitui, Mwingi, and other upcoming urban centers. “UN Habitat estimates that approximately 500,000 people relocate to urban areas in Kenya annually, translating to an urbanization rate of about 4.3%. At this rate, it is projected that 50% of the Kenyan population will be living in urban areas by 2030,” he added.
The Governor also outlined several milestones achieved by his administration, including the reinstallation and maintenance of solar street lights, construction of stormwater drainage channels, preparation of the Mwingi Municipality Integrated Development Plan, and the construction of cabro parking slots and walkways to enhance order in revenue collection and urban mobility.
National Director for Urban Development Dr. Charles Konyango, who was also present, emphasized the importance of public participation in urban development. He noted that inclusive policies are crucial for making urban centers safe, resilient, and sustainable.
Nick Mbwika, Technical Lead Urban Planner from the Council of Governors’ Lands, Housing, and Urban Development team, called for the strengthening of municipal boards through the full transfer of delegated functions and adequate financing in line with Section 172 of the Public Finance Management Act.
The event was attended by Kitui Deputy Governor Augustine Kanani, CECM for Lands, Housing and Urban Development Fredrick Kimanga, Chief Officer Evans Mutemi, and several Members of the County Assembly (MCAs), among other senior officials.
