The Kitui County Government has allocated KSh750 million to the Community Level Infrastructure Development Programme (CLIDP), KSh94 million to the Sand Dam Programme and KSh56.16 million to the Pro-Poor Support Programme for the 2026/2027 financial year.
The announcement was contained in a speech by Kitui Governor Dr Julius Malombe, which was delivered by Deputy Governor H.E. Augustine Wambua Kanani during a briefing meeting for county administrators held on Monday, September 21, 2026, at the Kenya Forestry Research Institute (KEFRI) premises.
The meeting brought together county administrators and senior government officials to discuss the implementation of the three programmes, which are aimed at addressing community infrastructure needs, water scarcity and education challenges among economically disadvantaged learners.
KSh750 Million Set Aside for Community Projects
According to the speech, the county government has implemented 1,546 CLIDP projects over the past four financial years.
For the 2026/2027 financial year, KSh540 million of the CLIDP allocation will support ward-level projects, KSh187.5 million will fund cross-ward projects, while KSh22.5 million will cater for programme administration.
Each of Kitui’s 40 wards will receive KSh13.5 million. Of this amount, KSh9.45 million will be reserved for village-level projects identified through public participation, while KSh4.05 million will support ward-level projects with broader impact.
Focus on ECDE Infrastructure
The county government has directed communities to consider prioritizing Early Childhood Development Education (ECDE) classrooms in areas where they are needed.
The speech indicated that 1,142 out of Kitui’s 1,427 public primary schools have modern ECDE classrooms, leaving 285 schools without such facilities.
KSh94 Million for Sand Dam Programme
The Sand Dam Programme will receive KSh94 million, with each ward allocated KSh2.35 million to support the construction of two sand dams.
The Governor’s speech emphasized that sand dam sites must be selected based on technical assessments, community needs and equity. Communities have also been encouraged to identify alternative sites in case their preferred locations fail technical verification.
KSh56.16 Million for Needy Learners
The county government has allocated KSh56.16 million to the Pro-Poor Support Programme, translating to KSh1.404 million per ward.
The programme will support eligible learners in secondary schools, universities, tertiary institutions and vocational training centres, as well as learners with special needs.
The speech stressed that beneficiaries must be genuinely needy and identified through transparent community-based processes. The funds are not intended to be distributed on the basis of political connections, friendship or family influence.
Administrators Urged to Uphold Transparency
Deputy Governor Kanani, while delivering the Governor’s speech, conveyed a call for county administrators to ensure fairness, inclusivity, accuracy, transparency and accountability in implementing the programmes.
The administrators were urged to protect public participation, document community decisions faithfully and ensure that public resources are translated into tangible development projects and improved services for Kitui residents.
