Kitui County Assembly Speaker Hon. Kevin Kinengo Katisya has pledged stronger oversight of development programmes under the Kenya Devolution Support Programme Phase II (KDSP II), saying the Assembly will work to ensure projects funded through the programme translate into tangible benefits for residents.
Speaker Kinengo made the commitment on Tuesday, September 15, 2026, when he joined Governor Dr. Julius Malombe and members of the Kitui County Programme Steering Committee at the County Headquarters to review the progress of KDSP II programmes supported by the World Bank.
The meeting provided an opportunity to assess progress against key performance milestones and discuss measures aimed at improving service delivery across the county. Speaker Kinengo commended the committee for the progress made so far, while stressing the importance of keeping projects on track.
He said the County Assembly would exercise its oversight mandate to ensure KDSP II projects are implemented effectively, resources are put to their intended use and residents ultimately benefit from the programme.
“Moving forward, the Assembly will do its level best to ensure timely consideration and approval of budgets and other critical statutory documents to facilitate the successful implementation of the programme,” Kinengo said.
The Speaker also called for continued cooperation between the County Assembly and the County Executive, noting that effective development requires the two arms of county government to work together while respecting their respective constitutional mandates.
For residents, he said, the focus should remain on ensuring that development programmes deliver practical improvements in services and opportunities across the county. He assured the steering committee that the Assembly would continue providing oversight while supporting processes necessary for the successful implementation of KDSP II.
