Kitui Health Facilities Reap Gains from Facility Improvement Financing Framework

Health facilities across Kitui County are beginning to experience tangible improvements following the implementation of the Facility Improvement Financing (FIF) framework, a policy designed to strengthen service delivery by allowing hospitals to retain and utilize revenue generated at the facility level.

The framework enables health institutions to directly reinvest funds collected from services into critical areas such as procurement of essential drugs, infrastructure upgrades, equipment maintenance, and overall enhancement of patient care. This shift is increasingly being viewed as a practical solution to long-standing operational challenges within the county’s healthcare system.

Despite the autonomy granted under the FIF framework, the utilization of these funds remains subject to oversight. All revenues must be appropriated through the county budget process, a measure aimed at ensuring accountability and adherence to public finance regulations.

Health sector stakeholders have welcomed the model, noting that it has significantly improved efficiency by giving facility managers the flexibility to respond to immediate needs without prolonged bureaucratic delays.

Dr. Benson Musyoka, Chief Officer for Medical Services, said the framework is already transforming service delivery across the county. He noted that hospitals now have greater financial independence, enabling them to address urgent requirements and improve patient experience.

According to Dr. Musyoka, the FIF approach is also helping reduce delays in accessing essential medical supplies, a challenge that has historically affected service delivery in many public health facilities.

Speaking in Mombasa during the conclusion of a County Executive Working Retreat, Kitui Governor Dr. Julius Malombe emphasized that the framework is structured to promote sustainability in healthcare financing.

He clarified that any surplus revenue collected by a facility within a financial year is not forfeited. Instead, the funds are carried forward and remain available for future use, subject to approval through the county’s budgeting process and existing financial guidelines.

Governor Malombe noted that this approach ensures continuity in service improvement efforts, allowing facilities to plan better, restock consistently, and respond more effectively to emerging healthcare needs.

The FIF framework is now emerging as a key pillar in Kitui County’s broader strategy to enhance healthcare delivery, with expectations that it will continue to improve efficiency, accountability, and the overall quality of services offered to residents.
