President Ruto appoints Charles Owino as new Government Spokesperson, reassigns Isaac Mwaura

President William Ruto has appointed former Police Spokesperson Charles Owino Wahong’o as the new Government Spokesperson in a fresh reshuffle within the Executive. Owino has been redeployed from the Ministry of Information, Communications and the Digital Economy to the Executive Office of the President, where he will also serve as Acting Head of Government Communications.

In the changes announced through Presidential Action No. XI of 2026 by Chief of Staff and Head of Public Service Felix Koskei, Isaac Mwaura was promoted and redesignated as the Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President. The redeployment was approved by the Public Service Commission as part of changes affecting senior government officials.

Mwaura has served as Government Spokesperson since 2024, leading official government communication and public engagement. His replacement by Charles Owino marks a new chapter in the government’s communication team as the administration continues to reorganize key positions within the Executive.
