KITUI — The race for the Kitui Senate seat is beginning to take shape, with County Assembly Speaker Kelvin Kinengo Katisya positioning himself as a candidate who says he wants to put accountability, representation and grassroots engagement at the centre of his 2027 bid.
Kinengo, a lawyer who rose to become Speaker of the Kitui County Assembly in 2022 after securing 51 votes from the 57 MCAs who participated in the decisive round, is now seeking to take his leadership experience to the national Senate. His election as Speaker was widely viewed as a significant moment for younger leadership in Kitui politics.
His campaign message is built around the argument that Kitui needs a Senator who remains closely connected to ordinary residents while using the constitutional oversight and legislative role of the Senate to push for accountability and equitable development.
Kinengo says his focus would include stronger attention to county finances, public projects and service delivery, as well as advocacy for resources targeting water, healthcare, roads and drought mitigation. He also says young people, women and persons with disabilities should have a stronger voice in development programmes,
employment opportunities, skills training and economic empowerment.
For many residents, the Senate debate is ultimately about what happens beyond Parliament. Kinengo’s political message therefore places considerable emphasis on grassroots engagement, with his team pointing to interactions with boda boda riders, traders, women groups, elders, faith leaders and other community groups across different parts of the county.
The Speaker has already had experience presiding over Kitui’s legislative arm, where the Assembly’s mandate includes legislation and oversight of the County Executive. In 2022, he pledged to lead the Assembly in exercising its oversight role and ensuring better service delivery to residents.
His supporters are now seeking to translate that record into a broader Senate agenda, presenting him as a youthful voice capable of connecting grassroots concerns with national policy discussions. His political pitch also emphasises unity across Kitui’s constituencies, from Mutomo and Kitui Central to Mwingi and Kitui East.
The 2027 Senate contest is expected to generate debate around experience, accountability, development priorities and the role of the Senator in representing Kitui at the national level. For Kinengo, the message is that the Senate seat should be treated not simply as a political position, but as a responsibility to remain accessible to the people and speak for their interests.
