The Kitui County Public Participation Bill, 2026, sponsored by Kyangwithya West MCA and Deputy Speaker of the Kitui County Assembly, Hon. Chris Nzilu Nzioka, has passed the Second Reading and advanced to the Committee Stage, marking a significant step towards strengthening public involvement in county governance.
The proposed legislation seeks to enhance the role of wananchi in county decision-making by providing a framework for meaningful public participation in matters that affect their lives. If enacted, the Bill could help strengthen accountability, transparency and citizen engagement in the planning and implementation of county programmes.
The Bill’s progress highlights Nzilu’s legislative role at the County Assembly, where he serves as Deputy Speaker while representing Kyangwithya West Ward. Its advancement to the Committee Stage now opens the way for further scrutiny, consideration and possible amendments before the next stages of the legislative process.
Nzilu, popularly known as Kamwana Ka Wia, is also positioning himself for the Kitui Central parliamentary seat in the 2027 General Election. His legislative record and continued engagement in county affairs are likely to feature in the political conversation as the constituency’s race takes shape.
As the Bill moves through the legislative process, its ultimate impact will depend on the provisions adopted and how effectively they are implemented. For residents, the central question is whether the proposed law will translate into stronger public influence over county priorities, budgets and development projects.
