On Tuesday, 23rd June 2026 – The Speaker of the Kitui County Assembly, Hon. Kevin Kinengo Katisya, formally committed the Kitui County Supplementary Budget II Estimates for the Financial Year 2025/2026 to the County Budget and Appropriations Committee for consideration and scrutiny. The supplementary estimates had initially been submitted to the Assembly on 30th April 2026 by the County Executive Committee Member (CECM) for Finance, Economic Planning and Revenue Management.
The move follows earlier concerns raised by the Assembly regarding the legality and procedural compliance of the submitted estimates. In Communication No. 19 of 2026 issued on 12th May 2026, the Speaker directed the return of the budget estimates to the CECM for Finance for rectification after identifying legal, fiscal, and procedural deficiencies that rendered the document unsuitable for debate and consideration by the House.
The Speaker emphasized the need for strict adherence to the law and proper budgetary procedures to safeguard accountability, transparency, and prudent management of public resources. The directive underscored the Assemblyโs constitutional oversight role in ensuring that all financial proposals presented before the House meet the required standards and legal thresholds.
Following engagements and deliberations aimed at addressing the issues previously raised, the revised supplementary estimates were resubmitted to the Assembly. In line with the relevant legal provisions and Standing Orders, the Speaker subsequently referred the revised estimates to the Budget and Appropriations Committee for detailed examination and recommendations.
The Committee has been instructed to immediately commence its consideration of the estimates and expedite the review process. It is expected to table its report before the House on Wednesday, 24th June 2026, to facilitate debate, consideration, and possible approval of the Supplementary Budget II Estimates for the Financial Year 2025/2026.
