Kitui Governor Dr. Julius Malombe on Thursday presided over the opening of the County Executive–County Assembly Consultative Forum in Mutomo as leaders commenced deliberations on the FY 2026/2027 Annual Budget Estimates.
Speaking during the opening session, Governor Malombe emphasized the need for unity and collective responsibility in advancing the county’s development agenda, saying leaders must place public interests above institutional divisions, personal preferences, and political considerations.“We are here because our people expect leadership that is united, decisive, and focused on results. Let us honor that trust,” he said.
The Governor noted that the consultative forum reflects a shared commitment between the County Executive and the County Assembly to strengthen cooperation in the budget-making process and ensure effective service delivery.
He highlighted key milestones achieved under devolution in Kitui County, revealing that a total of 12,423 development projects have been implemented across the county since 2013.He also pointed to the recently launched Infrastructure Projects Dashboard as a significant step towards improving transparency and accountability in project implementation.
Dr. Malombe said the four-day forum is intended to strengthen collaboration between the two arms of county government, harmonize budget timelines, and create a framework for meaningful public participation in the FY 2026/2027 budget process.
Among the key resolutions discussed during the forum are the construction of all 40 MCA Ward Offices in two phases, development of six modern ECDE classrooms in every ward, recruitment of additional ECDE teachers and Vocational Training Centre (VTC) tutors, increased investment in VTCs, and prioritization of road infrastructure projects to improve connectivity across the county.
Addressing delays in the release of the Road Maintenance Levy Fund (RMLF), the Governor reaffirmed the county government’s commitment to prudent use of resources to ensure effective service delivery.County Assembly Speaker Hon. Kevin Kinengo called on leaders to remain focused on serving residents and resolving differences through dialogue, reminding Members of County Assembly that they would each be accountable to voters in the upcoming Assembly elections.
Deputy Governor Augustine Kanani also stressed the importance of unity between the Executive and the Assembly, noting that cooperation remains essential for the county’s growth and delivery of development projects.The consultative forum is expected to play a key role in shaping priorities for the county’s FY 2026/2027 budget and development agenda.
