HOUSE APPROVES SUPPLEMENTARY BUDGET II ESTIMATES FOR FY 2025/2026

On Thursday, June 25, 2026 – Members of the Kitui County Assembly have unanimously approved the Kitui County Supplementary Budget Estimates II for the 2025/2026 Financial Year, pursuant to Section 135 of the Public Finance Management Act, 2012, and Kitui County Assembly Standing Order No. 214.

While moving the motion on the floor of the House, the Chairperson of the County Budget and Appropriations Committee, Hon. Zacchaeus Syengo (Voo/Kyamatu Ward), informed Members that the proposed Supplementary Budget II provides for a total expenditure of Kshs. 15,059, 169,716. representing an upward adjustment of Kshs. 313, 812,547 from the approved Supplementary Budget I for FY 2025/2026 totalling to Kshs. 14,745,357,169.

Hon. Syengo explained that the increase was necessary to align the County’s expenditure framework with the revised resource envelope, in compliance with the principle of a balanced budget as stipulated under Regulation 31 of the Public Finance Management (County Governments) Regulations, 2015.

“Mr. Speaker Sir, this adjustment was primarily necessitated by changes in the County’s Conditional Grants as provided for in the County Government Additional Allocation Act (CGAAA), 2025, medical insurance refunds from Britam, and an upward revision of Own Source Revenue amounting to Kshs. 191,481,871,” said Hon. Syengo.

During debate on the Committee report, Members commended County Assembly Speaker, Hon. Kevin Kinengo Katisya and H.E. the Governor, Dr. Julius Makau Malombe for their efforts in resolving the impasse that had delayed the approval of the supplementary budget II, paving way for the timely implementation of key development programmes and service delivery initiatives across the county.

The Members observed that budgets are negotiated instruments of governance and emphasized that the approved adjustments will address critical development priorities and enhance service delivery to the people of Kitui.

Honourable Members further lauded the Budget and Appropriations Committee for its diligence in scrutinizing the estimates and called upon the County Executive to expedite the implementation of the approved supplement budget estimates to ensure wananchi realize its intended benefits.

Subsequently, the House approved a Motion for Additional County Assembly Sittings pursuant to Standing Order No. 27(3)(b), to facilitate consideration of the Kitui County Supplementary II Appropriation Bill, 2026 (County Assembly Bill No. 3 of 2026)
